Imposes sex-based eligibility across school sports, retains mixed teams and a limited female-to-male exception; no uniform verification method is prescribed.

What still needs an answer

• Assess participation and fairness by age and sport; the existing adult performance literature cannot validate this whole scope.
• For school sports, do you favor a uniform sex-based eligibility rule or rules that vary by age and sport? The separate surgical-care proposal needs its own assessment.
