Medicaid expansion funding condition

Lean oppose

Current assessment

Lean against removing the constitutional expansion guarantee if federal support falls below 90%. Protecting the coverage guarantee is the central value judgment; state budget flexibility is the strongest counterargument.

What the proposal changes

The proposed amendment ends the constitutional requirement to provide expanded Medicaid when the specified federal funding percentage falls below 90%. This assessment does not assume the text prohibits the state from continuing coverage.

The strongest objection

A reduced federal contribution could force difficult choices elsewhere in the state budget.
